Gates Public Library--Public Access Microcomputer Policies

Role of Public Access Computers:  Gates provides two public access computers in an effort to ensure that library patrons who may not otherwise be able to afford access to their own computer will not be left behind in developing their computer skills in today’s Information Age.

The provision of a public access computer is seen as supporting Gates Public Library’s SECONDARY public service role of a “Formal Education Support Center” but not the library’s PRIMARY roles of  “Popular Materials Library” and “Reference Library”.  Therefore provision of such equipment is a secondary service in comparison to the library’s primary services.

Availability:   In keeping with the philosophy expressed by the Library Board’s Materials Selection and Availability Policy, establishment of the rules governing use of the computers are an administrative decision with the proviso that “conditions…for…use must be established which protect the majority from monopolization by individuals” but “which are liberal and flexible enough that most people can use…conveniently”.

Accordingly, hours of availability are as consistent with library service hours as is workable with existing staff.  Rules for public access computers use have been established by library administration.  Repeated violations of these rules by individual customers will result in temporary suspension of use privileges.

Support Staff:  While the library does have some staff who are knowledgeable about the public access computers and library software, they are not available throughout computer service hours.

Therefore in recognition of staffing limits and the secondary service role the public access computer represents, patrons using the library’s public access computer must plan to be self sufficient in their use of the library’s equipment and software.  Patron questions or concerns can be referred to the Media or Technology librarians for future resolution.
